What the City says the historic districts are built of

The City’s Historic District Design Guidelines list the traditional building materials in its historic districts as stone, brick, stucco, wood, wood shingles, glass and various architectural metals. On siding, they add that many contributing residential buildings in the Manassas Local Historic District, which once had wood siding, are now covered with artificial siding. So the guidelines name brick, stucco and wood among the traditional materials, and describe artificial siding on many contributing homes in the Local Historic District. That is the City’s description of its historic districts, not a survey of every building in Manassas.

Painted walls and metal, in the City’s words

In the paint guidelines for masonry and architectural metal, the City says to clean with a low-pressure water wash if the building is dirty. In a separate passage about paint preparation they say not to use sandblasting or high-pressure water wash to remove paint from masonry, soft metal or wood. The owner checklist asks for a look at siding, trim and ornaments every spring, for paint that is peeling, blistering or cracking. All of this applies to the Local Historic District and is guidance to owners there.

On the paperwork side, the City’s brochure lists replacing windows, siding or roofs among projects that need Architectural Review Board review. The zoning ordinance exempts repainting a residential structure, and in-kind maintenance of exterior features (with conditions), from a Certificate of Appropriateness; that text was last updated in December 2019, so it may have been amended since. Cleaning is not named in either place. We cannot tell you which side a wash falls on; the City can.

One townhouse association’s spring inspection

Sudley Homeowners Association is a single association of 256 townhomes built in the late 1960s, on the north side of Sudley Manor Drive. Its website says a contractor makes a visual inspection of each townhouse exterior, front and back, around the start of May, and lists peeling paint among the things noticed. Owners get written notices with a correction deadline.

That is one association’s practice, and it tells you nothing about other Manassas HOAs. Its pages do not mention washing siding, and we have not confirmed which side of the City line its streets fall on.
