What Armfield Farm’s standards say about cleaning panels

Armfield Farm, a 470-home community, lies north of Route 50 off Centreville Road and Lees Corner Road. The association’s Architectural Design and Maintenance Standards, under the heading for regular inspections in the solar section, say: “Homeowners are responsible for the regular maintenance and cleaning of solar panels to ensure they remain in good condition and continue to look neat.”

That is a rule about how panels look and are kept up in that one community. It says nothing about output or efficiency, and it does not recommend any provider. It is not a rule for Chantilly generally, and other communities may say something different or nothing at all.

The same solar section covers where panels go. They may be mounted on any side of the roof; the rear roof is preferred, but not required. Frames must match the roof color or be black, and panels should be aligned with the roofline, symmetrical and evenly spaced, at least 12 inches from the roof’s edges. Inverters and conduit belong in inconspicuous locations, detached solar collectors are prohibited, and an application with a site plan is required.

Inside Westfields it is a different picture

The Westfields Business Owners Association lists solar panels first among three items that a residential HOA representative will take to the WBOA and its architectural review board. On its own page the association says most of its communities do not allow solar panels, citing a visual nuisance and limited roof space, and adding that the homes are near air traffic routes where glare could affect pilots. It says it has left the option open for future discussion. That is the association’s description of the residential communities inside Westfields Center, not of Chantilly as a whole and not a legal ruling.

On the commercial side, the WBOA Architectural Review Board’s remit includes rooftop equipment, and exterior changes to commercial, hotel and retail buildings are cleared with it before work begins. The association’s pages do not say anything about cleaning panels that are already installed.
