What the City has told residents about gutters
A City news item of January 14, 2025 says “Inspect and maintain your drainage system, including roof gutters and downspouts.” It adds “Check to make sure debris is not blocking your drainage system and water can flow freely.” The City’s December 2025 newsletter repeated the line about roof gutters. That is the City’s advice to residents, and it names no business.
Older City newsletters carried similar lines. A November-December 2021 winterizing list said “Clear rain gutters of debris and fallen leaves to ensure they operate properly and do not result in water pooling on roofs.” A June 2021 wildfire item, credited to Washington DNR and FEMA, said “Keep the gutters, roof and outdoor spaces free of debris like leaves and twigs.”

Klahanie’s rules and its HOA blog
Klahanie Association’s Rules & Regulations, revised February 2024, make homeowners responsible for “exterior house maintenance such as paint, gutters and siding.” A January 5, 2024 post on the association’s blog says “Regularly cleaning your gutters and downspouts is crucial, especially with the approach of spring.” Both are the association’s words for its own members.
