The glazing standard in downtown’s design code

Chapter 70 of the Beaverton Development Code, the Downtown Design District, says in section 70.20.10.6 “Active frontage areas shall include a minimum 60 percent transparent glazing between 2 and 10 feet in height” measured from sidewalk, walkway or terrace grade. The same chapter limits its reach: “The provisions of this Beaverton Downtown Development Code shall only apply to development projects within the Downtown Design District boundary.”

So this is a design standard for development projects on the code’s Active Frontages map. It does not mention cleaning glass.

Historic review and a window clause

The Development Code’s historic review section limits its scope to the exterior alteration, modification, demolition and moving of “a designated historic landmark” and to the construction of new structures within a designated historic district. An alteration application is triggered by changes that include “window and door locations or dimensions”. The section does not mention window cleaning. Which buildings are designated landmarks is for the City to say.

Window repair on the City’s grant list

The City’s Building Improvement Program offers grants for properties in its program areas. Its Maintenance Grants page lists repairs that “may be eligible”, and one of them is “Window and Door Repair or Restoration”. Window cleaning is not on that list. This is a City grant program for buildings in its program areas, and it names no company.

Downtown buildings in a National Register survey

The National Park Service lists the Beaverton Downtown Historic District in its National Register of Historic Places collection. The 1985 nomination form calls it a district “characterized by masonry commercial buildings constructed between 1914 and 1940”. In its entries for individual buildings, the form describes features such as fixed single-pane windows and canvas awnings. That is how the form described them in 1985, not how any building looks now.
