What the City’s policy says about historic windows
The City of Oregon City’s Historic Review Board Policy 10 covers window repair and replacement. In the version adopted October 25, 2001, original wood windows “are the ‘eyes’ of the structure and they convey a sense of handcraftsmanship and detail that cannot be achieved with substitute materials.” The Board “maintains that original windows should be retained and repaired whenever possible”. For owners of a designated historic property, the City’s guide to Policy 10 says “If historic windows are being repaired, no review is required.”
The City also runs a “50/50 matching grant program for Locally Designated Properties,” and its Historic Preservation Grant page lists historic window repair among the things the grant pays for. Program terms are the City’s, and they can change.
Policy 10 is about repairing and replacing windows on designated properties. It says nothing about washing or cleaning glass. It is the City’s policy, it endorses no company, and the City can say whether a particular house is designated.

Downtown Oregon City’s storefronts
The City says “Downtown Oregon City is currently not designated a Historic District,” and that “There are a few Historic Landmarks located within the downtown area.” A 2009 Oregon Main Street survey, posted by the City, found a concentration of “traditional downtown historic storefront buildings dating from the late 1800s to the early 1900s” along Main Street between 5th and 11th Streets. Of the 133 buildings it inventoried, it reports “85% of the buildings were constructed before 1965.” That is a 2009 survey of the buildings inside its boundary, not today’s building stock.
The City’s Mixed-Use Downtown zoning chapter says that the design standards for its downtown design district overlay “require a continuous storefront façade featuring streetscape amenities to enhance the active and attractive pedestrian environment.” That sentence is from the City’s PDF of the chapter generated in April 2023, and it does not mention cleaning. In the McLoughlin Conservation District, the City’s district page says a few “19th-Century False front stores remain” along 7th Street.
Canemah’s windows on paper
The National Register documentation for Canemah, posted by the City, describes the early houses there as typically having “double-hung divided windows.” That account of the district’s historic houses is not a statement about any house’s windows today.
The windows at the top of the Municipal Elevator
The City’s page on the Municipal Elevator says it “is 130 feet high” and that it “continues to operate as one of only 4 municipal elevators in the world.” The City’s brochure on the elevator says the observatory at the top has “large windows offering unobstructed views of the city below, including the Willamette Falls to the south.” That describes the City’s elevator, not our work.
Oregon City homes by year built
Census Bureau 2024 five-year estimates put Oregon City’s housing stock at 14,651 units. An estimated 1,552 were built in 1939 or earlier (10.6 percent), and 3,182 before 1970 (21.7 percent). Those figures count when housing units were built. They say nothing about when any window was installed or what it is made of.
