Damascus without a city hall

The Oregon Supreme Court’s opinion of September 3, 2020 says “The City of Damascus was incorporated in 2004”. It also says the city “had paid all its debts and transferred its remaining funds and real and personal property to Clackamas County”. Damascus is not a city today. On its page on permit responsibility by jurisdiction, the County says that in unincorporated areas “The county is responsible for issuing all types of building permits.”

The National Register schoolhouse and its windows

The Damascus School on SE Anderson Road was listed on the National Register of Historic Places in 1980. Its nomination calls it “one of the oldest rural schoolhouses standing in the state.” The 1980 nomination’s description says “Window openings are elongated and fitted with double-hung sash with four over four lights,” and notes that “multi-paned picture windows were added” at the north and east ends. That is the nomination’s description of one building. It is not a statement about other windows.

Damascus houses in the Census Bureau’s numbers

The Census Bureau’s 2024 five-year estimates put the Damascus census-designated place at about 3,886 housing units, with about 3,696 of them detached one-unit homes (95.1 percent). The estimates show none in buildings of five or more units, and about 3,439 of about 3,802 occupied units are owner-occupied (90.5 percent). A census-designated place is a statistical area, and the Bureau says its boundaries “have no legal status”.
