Solar permits, on Clackamas County’s pages

Damascus has no city government, and the County issues its building permits. The Oregon Supreme Court’s 2021 opinion says the city “paid its debts, transferred its assets to Clackamas County, surrendered its charter,” and “essentially, ceased to exist.” On solar permits, the County’s Building Codes page says you “must obtain both building and electrical permits” for solar photovoltaic (PV) systems being installed.

The County’s zoning code, in the Section 202 definitions last amended September 8, 2026, says the capacity of a roof-mounted system on a primary use, conditional use, or limited use structure “is limited only by the size of the system that can fit within the confines of the roof surface to which it is mounted.” These pages cover permits and system size. They say nothing about cleaning panels.

From Hillsview to Madrone Wall Park

The U.S. Geological Survey lists Damascus and Hillsview as populated places. Trillium Creek Park, which North Clackamas Parks & Recreation District places “in the Anderegg Neighborhood of Damascus,” has a basketball court, a picnic shelter and a playground. Clackamas County’s Madrone Wall Park is on SE Highway 224, and the County calls “the 120-foot basalt wall that bisects the property” the site’s defining feature.
