Solarize Lake Oswego, from the City’s Sustainability page

The City’s Sustainability page, in the copy the Internet Archive saved in December 2025, describes a campaign in which the City and the Lake Oswego Sustainability Network teamed up with Energy Trust of Oregon and Solar Oregon, running from July 1 through August 31. The Lake Oswego Review’s story of July 23, 2025 calls it Solarize Lake Oswego and describes a campaign running through August 31. The City’s page prints no year, and the newspaper is what dates the campaign to 2025. Both describe a program about going solar. Neither one mentions cleaning or our company.

What the City’s code says about roof-mounted systems

In the copy of the Community Development Code the Internet Archive saved in February 2022, section 50.04.003 says “Roof-mounted solar energy systems may exceed the maximum building height limitation by the following:” For roof slopes of 2:12 or less, the limit is no more than four feet above the maximum building height or the existing building height, whichever is less. For slopes greater than 2:12, it is no more than one foot above the maximum building height or the existing roof height, whichever is less. That is a rule about height when a system goes on. It is silent on cleaning.

Solar panels in Mountain Park

Mountain Park has 2,735 homes on 600 acres, according to the City’s Historic Resources Advisory Board as the Lake Oswego Review quoted it on May 6, 2026. The Mountain Park Homeowners Association’s Architectural Policies & Procedures, revised effective April 1, 2020, have a section headed Solar Panels. It says an application for “any solar collection system” must include “to-scale construction drawings that include the name of the installation contractor.” It also says “Solar units must be mounted on the roof and professionally installed in accordance with the local building codes.” Nothing in that section is about cleaning. The covenants, conditions and restrictions, as the Internet Archive saved them in September 2024, are silent on solar.

Oregon law speaks to planned communities too. ORS 94.778, in the 2023 edition, says that, apart from the exception in its third subsection, a provision in a planned community’s declaration or bylaws barring an owner from installing or using solar panels “for obtaining solar access” is “void and unenforceable,” and that third subsection lets a homeowners association “adopt and enforce a provision that imposes reasonable size, placement or aesthetic requirements for the installation or use of solar panels described in subsection (1) of this section.” The statute is silent on maintenance. We could read the April 2020 edition of Mountain Park’s policies and no newer one, so that is the edition quoted above.

Landmark properties and solar

The City’s Planning page counts 72 properties on the Landmark List. LOC 50.06.009, the historic preservation section in the August 2023 Internet Archive copy, is silent on solar panels. Whether a property is listed is something the City can say.

Renters, owners and big buildings, by the Census

The Census Bureau’s 2024 five-year estimates count 16,873 occupied housing units in Lake Oswego, of which 11,685 are owner-occupied (69.3 percent) and 5,188 are renter-occupied (30.7 percent). An estimated 4,342 of the city’s 18,140 housing units (23.9 percent) are in buildings of five or more units. Those are housing counts, and they say nothing about who has panels.
