Gutters and the City of Manassas’s stormwater tips
The City of Manassas Engineering pages on stormwater include a “Stormwater Tips for Residents” list, and three of its lines are about a house’s gutters. One, in the list of ways to protect property from flooding, is to keep gutters and drains clear of trash and debris. Another, under lawn and garden, is to check regularly that gutters are free of debris. A third suggests directing downspouts away from paved surfaces and onto lawns to increase infiltration and reduce polluted runoff.
Those are the City’s general tips to homeowners. They are tips, not a stated rule, and they are not an endorsement of any company, ours included.
On drainage between neighbors, the City’s “On My Property” page says drainage directed from gutters, downspouts or other private systems onto neighboring properties is a civil matter between the property owners.
If your house is in the Local Historic District
Owners in the Manassas Local Historic District get gutter advice in the City’s Historic District Design Guidelines, adopted April 19, 2022. In the roof section they advise cleaning and maintaining gutters and downspouts so that water and debris do not collect and damage the roof fasteners, sheathing and underlying structure. The maintenance checklist in the appendix lists gutters and downspouts every six months, in spring or fall, with leaves and debris removed and joints checked for looseness, plus a check for blockage, clogging, corrosion and leaks. It lists roofs once a year, and among the things to look for are moss growth and overhanging branches.
That is guidance to owners of historic buildings in that district. It is not a citywide requirement and it is not a recommendation of our service; the six-month interval is the City’s checklist, not ours.

Areas we cover in and around Manassas
Gutter jobs cover the City of Manassas, Historic Downtown among them, plus Manassas Park, a city of its own, and the wider Prince William County area.
When to schedule
The best single visit is late fall, when the leaves are down. Spring makes a good second visit. Other months are welcome too, for real reasons: water sheeting over a corner in a storm, a house heading to market, or a roof cleaning that has just wrapped up. Treat it as maintenance you plan around the seasons.
Questions Manassas customers ask
Does the City require me to keep my gutters clean?
The City’s stormwater page offers it as advice in its tips for residents. If you need to know whether a specific requirement applies to your property, especially in the historic district, the City is the one to ask.
Is the City’s fall leaf collection a gutter service?
No. The City’s Public Works page describes leaves raked into piles at the edge of the street or sidewalk, offered to City residents from October to January. That is a curbside program. Whatever our crew clears from your gutters is bagged, and we dispose of it.
What does the City mean by a ten-year storm, and will my gutters handle one?
The City’s stormwater pages define its 10-year storm as 1.09 inches of rain in 15 minutes. That figure describes the City’s stormwater system, not what a house gutter can carry, and we would not turn it into one.
