What your HOA can and can’t say about solar
Virginia’s Property Owners’ Association Act addresses solar directly. Section 55.1-1820.1 bars an association from banning solar equipment on an owner’s own property, unless the association’s recorded declaration already sets out that ban. An association may still set “reasonable restrictions concerning the size, place, and manner of placement” of panels on property intended for individual ownership. It may also prohibit or restrict solar devices on the common elements or common area of the development it serves.
That is state law for property owners’ associations in general. Whether a specific Springfield-area association operates under that statute is something to confirm with the association itself, along with what its recorded declaration says. Once panels are up and approved, cleaning them does not change what is mounted on the roof.

Panels on Springfield’s mix of homes
The Census Bureau’s 2024 five-year estimates describe the Springfield CDP’s 10,801 housing units: 57.0% single-family detached, 13.0% single-family attached, and 28.7% in buildings of five or more units. Of 10,399 occupied units, 66.0% are owner-occupied. Whether you own the roof outright or share it through an association matters for who decides what goes on it; it doesn’t change how the panels get cleaned.

Why panels need cleaning
Solar panels produce power from the light that reaches the cells, so anything sitting on the glass costs output. Pollen, dust, leaf fragments, bird droppings and the grime that rain leaves behind as it dries all form a layer that is easy to miss from the ground. Rain rinses some of it away, but it tends to leave a line of dirt along the lower edge of each panel, where water collects before it runs off.
Deionized water matters here. Ordinary tap water carries dissolved minerals, and when it evaporates on glass those minerals stay behind as spots. Water with the minerals removed dries without leaving that residue, which is why it pairs well with soft brushes on panel glass.
Areas we cover in Springfield
We clean panels in Springfield from Sterling, including neighborhoods that carry Springfield mailing addresses. Saratoga’s association describes 690 single-family homes in ZIP code 22153, in what the Census Bureau counts as the Newington CDP. Newington, whose association includes Newington Glen and Woodmere among its four subdivisions, is covered too. Orange Hunt Estates is on our list as well.
When to schedule in Springfield
Any season works for a panel cleaning. A good moment is after spring pollen has settled on the array, or whenever your monitoring app shows output slipping on clear days. Other reasons to book are just as good: before you sell the house, after a nearby construction project, or because it has been a while and you would like someone to look the array over. Treat it as routine care for equipment you rely on.
