Where the Standards want your downspout water to go
The gutters and downspouts page of South Riding Proprietary’s March 2023 Design & Maintenance Standards is mostly about where the water ends up. It says all drainage should be contained on the lot and should not adversely affect adjoining lots or common areas. The intent it states is to keep the drainage patterns shown on the recorded plat, which the developer set up and Loudoun County approved when the home was built.
The specifics are about the downspout. It should be brought to grade with a splash block. A visible above-ground extension should not run past 2 feet, and an underground one should stop at least 1 foot inside the property line. The Standards also say extensions at ground level are discouraged because of what they can do to drainage on neighboring properties and open space.
None of that is a cleaning rule. It describes where a downspout should end, and it says nothing about what is in the gutter above it. Water only reaches the downspout if the gutter is clear.

Replacing existing approved gutters and downspouts with ones of a similar size, style and color in the same location needs no approval under the Standards. A change in size, style, type or color from the original installation does. Gutters should be painted to match the existing gutters and downspouts, and the Standards say gutters and downspouts must be maintained.
