How Carlsbad permits rooftop solar

The City’s SolarAPP+ page says “SolarAPP+ can process solar systems up to 38.4 kW” and “Licensed contractors must submit all new residential roof-mounted solar projects through SolarAPP+.” The City’s Go Green page says “Photovoltaic requirements affect applications on residential projects with the adoption of the 2019 CALGreen Code.” Both pages are about putting panels up. Neither mentions cleaning.

What the Climate Action Plan estimates

The City Council approved the Climate Action Plan Update on November 12, 2024. The update’s analysis estimates behind-the-meter solar capacity in Carlsbad at 27 MW in 2022, and says “the estimated 2035 PV capacity in Carlsbad is projected to be 145 megawatts (MW).” The 2022 figure is the plan’s estimate, and the 2035 figure is a projection. Neither is a count of homes or systems.

The City’s Climate Action Plan annual report for calendar year 2025 says “The Monroe Street Pool Replacement Project began construction in 2025 and, when completed, it will include a solar photovoltaic system.”

Bressi Ranch, Alga Norte and Rancho Carrillo

The City’s list of master plans includes Bressi Ranch and Rancho Carrillo. Alga Norte Community Park and the Alga Norte Aquatic Center share the address 6565 Alicante Road. Carrillo Elementary School is listed at 2875 Poinsettia Lane, and the Carlsbad City Library at 1775 Dove Lane.
