Community Solar East at the Port of Camas-Washougal

Clark Public Utilities describes Community Solar East as “a 799 kilowatt capacity solar array that was constructed in 2023 and launched in the first quarter of 2024,” on five Port of Camas-Washougal buildings. The utility lists those five buildings at Washougal addresses. In January 2024 the Camas-Washougal Post-Record reported that the cities of Camas and Washougal and the Camas and Washougal school districts had “bought into the community solar project,” according to the Port’s chief executive. The array is the utility’s and the Port’s project, and it is not ours.

Solar panels and HOA documents

The Green Mountain Phase 1 covenants say solar panels as defined in the state’s HOA statute “are allowed” under conditions that include meeting applicable health and safety standards, and no part of a roof-mounted panel may be visible above the roof line. The Oak Ridge Estates HOA’s posted covenants list “solar panel” among the improvements that need prior written approval from its Architectural Review Board. Washington law also says an HOA’s governing documents may not bar an owner or resident from installing a solar panel that meets listed standards, though placement rules are allowed. None of these passages mentions cleaning.
