Two chapters of Del Mar’s code

Chapter 23.20 of the Municipal Code is named the “Solar Energy Ordinance.” Chapter 23.21 says its purpose is “to provide an expedited, streamlined solar permitting process” for small residential rooftop systems.

Shade, in the City’s own definition

The Solar Energy Ordinance defines solar access as access that protects collection areas from being blocked or shadowed from direct sun, measured from 10 am to 2 pm. An owner may petition the City Council about foliage that shades a collector. That is a shading rule, not a cleaning one.

Screening, and the Climate Action Plan

The City’s 2017 Design Guidelines advise people with projects to “Screen solar panels, satellite dishes, radio antennae and other equipment from neighbors’ views to the maximum amount possible.” The City’s Climate Action Plan page says “In 2026, the City began the process to update the Climate Action Plan (CAP).” The same page says “The 2016 CAP includes a renewable energy goal of 50% by 2020 and 100% by 2035”.

Streets in the City’s undergrounding updates

The City’s utility undergrounding updates name Avenida Primavera, Serpentine Drive, Zuni Drive, Hoska Drive and Crest Road among the streets in its work zones.
