Gutters in the City’s historic-home papers
Escondido’s Design Guidelines for Homeowners of Historic Resources (revised 2002) note “Metal gutters are prone to rust from the accumulation of debris and leaves.” They also say “Gutters should be secure and continuous, so that water cannot seep directly onto the outer walls, trim, or foundation.” In the Mills Act booklet from the City’s Historic Preservation Commission, the gutter checklist (headed “Gutters and Downspouts”) lists “Loose or missing pieces,” “Leaks, rust,” “Debris or leaves” and “Drains onto walls, trim, or foundation”. These two papers are aimed at historic-home owners.
