Downtown storefronts in a City report to Council

The City’s Community Development memo to Council dated April 21, 2026 says a downtown property on Main Street “received land use approval for facade improvements and has submitted building permits for facade and interior tenant work”. The same memo says that at another downtown space the property owner “previously leveraged the storefront improvement grant program to update the exterior”. That is the City reporting on development activity. It names no cleaning company, ours included.

What the City’s downtown guideline says about glazing

A City Planning Manager decision notice dated June 3, 2025 quotes Milwaukie’s downtown design standards, MMC 19.508.4.D, on transparency and activation. One design guideline in the notice reads “Design street-facing nonresidential and mixed-use ground floors with a high percentage of glazing to create transparency and engagement at the pedestrian eye level.” The notice adds that the standards “require a minimum percentage of glazing on the ground-floor” street-facing facade. Those are the City’s words about how downtown buildings are designed, and they endorse no company.

Clear glazing in part of North Milwaukie

Section 19.312.7 of the Milwaukie Municipal Code, as the Internet Archive captured the edition headed 2025-07-08 in August 2025, applies its standards in the MUTSA zone and in the NME zone on McBrod Avenue, Main Street, 17th Avenue and Ochoco Street. They cover street-facing facades “of new, and major alterations to, commercial, institutional, manufacturing, and mixed-use buildings” when the closest wall is within 50 feet of a front or street-side lot line. Among them: “Clear glazing is required for ground-floor windows. Reflective, tinted, or opaque glazing is not permitted for windows facing streets or courtyards.”

This is a rule for one part of North Milwaukie. It does not reach downtown or houses.

A downtown landmark and the City’s review of exteriors

Milwaukie City Hall on Main Street is on the National Park Service’s weekly list of September 18, 2026, with a National Register of Historic Places listing date of 9/11/2026. Restore Oregon’s page on the building says its reuse “repurposes the former civic space into a multi-tenant retail and restaurant destination”.

The City’s Historic Resources & Preservation page, in an August 2026 archived copy, has the Planning Department reviewing most exterior alterations to properties on its inventory classed as “Significant.” The City’s own FAQ on that building adds “any exterior alternations are subject to review by the city” for properties in the Historic Preservation Overlay Zone, and it is silent on cleaning. Whether a given building is on the City’s list is for the City to say.

Storefront grants and a window contest

The City’s Storefront Improvement Grant Program, on its Business Improvement Grants page as the Internet Archive saved it in January 2026, lists “windows, entrances, transoms, awnings, signs, building rehabilitation, paint, siding, and similar upgrades” as examples of eligible activities. It is the City’s program for ground-floor retail and commercial space, and it is not ours.

The Downtown Alliance of Milwaukie listed a Halloween Window Decorating Contest for “Any Milwaukie business,” with winners to be announced October 25, 2025. The City’s February 17, 2026 memo to Council lists “Main Street Unification through storefront decoration contests” among the Alliance’s 2026 focuses.

Apartments and rentals, by the Census count

By the Census Bureau’s 2024 five-year estimates, Milwaukie counts 9,859 housing units. Detached one-unit homes number 6,717 (68.1 percent), while 2,065 units (20.9 percent) are in buildings of five or more. Renters occupy 3,702 of the 9,433 occupied units (39.2 percent). Such counts tell you how many units there are, not what any window looks like.
