Milwaukie’s solar goal, from City and Energy Trust reports

The City’s Community Climate Action Plan, adopted in October 2018, lists “a goal to achieve 2.2 megawatts of rooftop solar energy by 2021” through its Solarize Milwaukie program. An Energy Trust of Oregon post of September 27, 2017 said the City aimed to take the community’s solar use “from 733 kW to 2.2 MW by 2021”. The City’s March 2023 update report says “As of 2022, Milwaukie has 2.3 MW of solar, and met the community goal of 2.2 MW by 2021.”

The same report says “In 2017, Milwaukie held a well-received community bulk-buy solar program called Solarize Milwaukie,” and that work to offer a similar program again was “cancelled in 2020 due to the pandemic.” It also says “staff prioritize processing of solar electrical permits in the queue.” Those are the City’s reports, and an Energy Trust of Oregon post, about the City’s own programs. They say nothing about cleaning panels, and the programs are not ours.

Large arrays in town

OPB reported on June 14, 2019 that a 400-kilowatt solar project was “mounted on 13 different apartment buildings” in Milwaukie. The City’s 2023 report calls that array “the largest residential array in PGE territory when installed.” A Business Tribune story of February 18, 2023 reported that a Milwaukie-based motion and control technology company had installed “what might be Oregon’s largest rooftop solar array,” and the headline counts 1,150 panels.

On November 7, 2023, the City Council adopted a resolution, in the Internet Archive’s July 2025 capture, authorizing “a grant agreement with the Oregon Department of Administrative Services for design and construction of rooftop solar panels at Milwaukie Public Works Johnson Creek Campus.” The resolution’s recitals describe a 120-kW project. It is a planned project in the City’s papers, and the resolution does not say whether it was built.

What the City’s permit report and code say about solar

The City’s April 21, 2026 monthly report to Council lists 30 “New Solar” permits for the fiscal year through March 2026. The report does not define the category. The City’s Planning handout on residential accessory structures, marked as revised in October 2024, says sustainability-related structures, solar panels among them, “are allowed as accessory structures and uses in accordance with MMC Section 19.503.3.” The Municipal Code’s definitions chapter, in the edition headed 2025-05-06 that the Internet Archive saved in July 2025, defines a solar energy system as “equipment used to capture solar radiation for purposes of heating water or generating electricity.”

In the NME zone of the North Milwaukie Innovation Area, the code’s screening rule for roof-mounted mechanical equipment, in the 2025-07-08 edition as archived in August 2025, says “This screening requirement does not apply to roof-mounted solar energy systems or wind energy systems.” The City’s 2023 report names Portland General Electric as the local electric utility. None of these pages says anything about cleaning panels, and none of them endorses any company, ours included.

Renters and larger buildings, by the Census count

Per the Census Bureau’s 2024 five-year estimates, 3,702 of Milwaukie’s 9,433 occupied homes and apartments have renters (39.2 percent). Another count puts 2,065 of the 9,859 units (20.9 percent) in buildings with five or more. Neither number says who has panels.
