What the Conservancy’s declaration says about windows

The Lansdowne Conservancy is the overarching property owners’ association for the development, and it posts a Second Amended and Restated Declaration on its Docs page, attached to an amendment dated August 14, 1998. Section 7.5 says no owner may alter the exterior of an improvement on the lot “including the doors and windows” if it is visible from another lot or the common area, unless the Covenants Committee gives written consent first. Section 7.2 asks each owner to keep the lot and its improvements in good order, condition and repair and in a clean and sanitary condition, and adds that an owner may contract with a third party to do that upkeep.

That is 1998 text, and we have not seen any later amendments. The declaration also says the Covenants Committee exists so the property is maintained in a manner that provides for visual harmony and soundness of repair.

The Conservancy’s members, per its FAQ, include the resort, Inova Loudoun Hospital, the National Conference Center, the office buildings, Camden Apartments and a Saul Centers shopping center. For commercial lots in the Corporate Center, its Design Guidelines dated July 1, 1992 list non-reflective glass among the preferred building materials. They say glazing that blends with its surroundings may be used and other reflective glazing is discouraged. They also ask every owner, lessee and occupant to keep premises and buildings in a “safe, clean, neat, and sanitary condition.” Those are 1992 rules for commercial lots, and one Conservancy committee summary cites “Design Guidelines as amended July 2016,” so the current wording may differ. Lansdowne Woods of Virginia describes itself as a private, gated 55+ condominium community in a 46-acre setting, with high-rise and low-rise buildings.
