The City’s checklist for putting panels on a roof
The City of Fairfax publishes a Solar Installations Checklist, updated 9/24/25, for anyone who wants panels on a roof in the City. It lists a Building Permit, a Zoning Permit, “BAR Approval” where required, the Dominion Net Metering notification (Form NMIN), an Electrical Permit, building and trade inspections, and a Dominion Energy inspection. That is the City’s paperwork for installing panels. It is a separate matter from cleaning them once they are up.
Which roofs need architectural review
The checklist ties architectural review to the kind of property. A Certificate of Appropriateness is required for commercial solar installations and for installations on multifamily residential buildings whenever the solar components are visible from public spaces, such as roadways, parks or plazas. For houses, the checklist says residential installations need this approval only if they are in a Historic Overlay District. So a house outside the district does not fall under the review the checklist describes, while a commercial or multifamily building may.
A tax exemption for the equipment
The City also runs a real-estate tax exemption for solar equipment, open to both residential and commercial property owners. Qualifying equipment earns the exemption for 10 years, it took effect January 1, 2022, and installations completed before that date are not eligible. There is no cost to apply, and photovoltaic systems are among those that qualify. Those are the terms on the City’s page as we read it.
In Old Town, where panels may go
Inside the Old Town Fairfax Historic Overlay District, the roof guidelines say to put solar collectors, TV dishes and other antennae on less visible locations of the roof. A separate guideline says solar photovoltaic equipment should preferably be in areas with limited visibility, and should not harm the building’s structure or the district’s visual character. Those two guidelines apply in the historic district only, and they concern where panels are placed.
