Solar on the City’s own buildings

The City of Gresham’s Solar Energy page says “The City installed a solar array on the roof of the public safety building in September 2024,” with funding from “grants and support from Portland General Electric (PGE) and the Energy Trust of Oregon.” The Outlook reported the project’s completion on December 21, 2024 and placed the building across from City Hall.

The City’s Wastewater Treatment Plant page describes “A solar array made up of 1,904 panels” and says “In 2015, the treatment plant reached energy net zero.” The City’s Climate Action Plan lists “installation of solar arrays at City Hall” among the steps in its internal operations. Those are the City’s projects and the City’s words. None of them says anything about cleaning panels, and the projects are not ours.

What Gresham’s code says about where panels go

Section 10.0900 of the Development Code, which covers renewable energy, exempts “Roof-top solar panels parallel to pitched roof” and “Flat-roof solar energy systems” from its equipment-screening rule. In the LDR-5, LDR-7, TLDR and TR districts, section 4.0140 says “Small scale solar energy systems are permitted in these districts.” The City’s permitting checklist says “In Gresham, solar companies typically manage permitting procedures,” and that the checklist is designed for their use.

These are siting and permit rules for new systems, and the two code sections quoted here are silent on maintenance and cleaning. The rules are the City’s, and none of them endorses any company.

Apartment buildings in Gresham

Within the 2024 five-year estimates, the Census Bureau counts 2,633 Gresham units in buildings of five to nine units and 3,540 in buildings of 50 or more. Neither count tells you who has panels installed.
