Four Gresham districts share one window standard
Gresham’s Development Code carries the same window-transparency standard in its Downtown, Civic Neighborhood, Corridor and Rockwood design districts. For non-residential buildings, the text says required ground-floor windows “shall be maintained free of shelving, signage (including painted window signage), or other items that reduce visibility by more than 50 percent”. Where clear glass is required, the text says “the use of reflective, tinted, or spandrel glass shall not be permitted.” For existing buildings with less transparency than the amount specified, the Downtown text says they “shall not lessen the amount of transparency during renovations that require a permit” if the exterior building facade is altered.
New developments, additions and remodels in the Downtown district “are subject to design review as identified in Section 7.0000”. The quoted text is the City’s, and the window standards in all four districts are silent on cleaning.

Downtown Rockwood and a storefront grant
The City’s page on Downtown Rockwood says “Completed in 2024, Downtown Rockwood is ready to serve the Rockwood community.” It names Rockwood Market Hall and a community plaza with “seating, playgrounds and a splash pad,” and the Lumen Building, with the line “The Lumen Building opened in 2021.”
In February 2026 the Gresham Redevelopment Commission launched a grant program for small Rockwood businesses, the Rockwood Storefront Improvement Grant, covering the Rockwood-West Gresham Urban Renewal Area. Its page lists “Window and door replacement” among the eligible projects. It is the City’s grant program, not ours.
A surveyed downtown and a new library
A reconnaissance survey prepared for the City, dated June 2025, covered 168 properties in the Central City neighborhood, and 68 of them (40 percent) were commerce and trade. It says “Downtown Gresham primarily developed from N Main Avenue between Powell Boulevard and NE Division Street.”
Multnomah County’s East County Library opened on May 16, 2026 at 475 NW Division Street, and the County describes it as “approximately 95,000 square feet”. What the County says is about the building, not about any glass in it.
Apartments and renters, by the Census count
Of the 44,005 housing units the Census Bureau’s 2024 five-year estimates count in Gresham, 12,450 (28.3 percent) sit in buildings of five or more units. Renters occupy 18,492 of the 41,801 occupied units (44.2 percent). A count of homes tells you nothing about the windows in them.
