What the City’s design code says about roofs
The City’s Land Development Code, in the Article 16.4 edition effective June 16, 2022, applies its Happy Valley Style standards to institutional office, office, retail commercial and mixed-use commercial buildings of three stories or less, except as exempted in the code’s subsection D, and says “Residential dwellings, including residential care facilities, are exempt”. For those buildings it sets roofing rules for “New buildings or substantial remodeling that involve modifications to the roof”. The materials it allows are “Slate, tile, shakes or wood shingles, or synthetic materials” made to appear that way. For flat roofs it asks for “materials that will not cause roof repairs (patching) to be readily visible.”
The multifamily design standards, as the City’s code host showed them in an April 2025 copy, call for gabled or hip roofs, unless an alternative is approved, with a “minimum pitch 3:12” “using shingles or similar roofing materials”. These are design rules for new buildings. They are silent on cleaning a roof, and they say nothing about what any existing roof is made of.

Roofs in one community’s documents
Jackson Hills, a Happy Valley community, keeps its governing documents on its own website. The 2004 covenants there count the “care of roofs, gutters, down spouts” among each owner’s maintenance duties. The association’s architectural standards, revised in April 2008, list “Roofing” among the areas an owner should review “on a regular basis”.
Both belong to Jackson Hills alone. The 2008 standards say nothing about moss or about cleaning roofs, and the City calls each HOA “an independent, autonomous organization”.
Happy Valley’s year-built numbers
The Census Bureau’s 2024 five-year estimates give Happy Valley a median year built of 2009 across 9,450 housing units. An estimated 6,765 units, 71.6 percent, date from 2000 or later. The figure covers years of construction only, with nothing on roofing material or roof age.
Moss on roofs, from Oregon State University
The OSU Solve Pest Problems moss page, updated May 28, 2026, says moss on roofs “can damage shingles and lead to water damage.” An OSU Extension Service piece on roof moss, from February 2023 and reviewed in 2025, calls it “inevitable” in the moist Pacific Northwest and says moss that clings to shingles “can cause damage”. Both are regional, and neither speaks to Happy Valley roofs specifically.
For rainfall, NOAA’s 1991-2020 normals for Portland International Airport come to 36.92 inches a year, with December the wettest month at 5.77 inches and July the driest at 0.51 inches. That is one station’s record, not Happy Valley’s, and it says nothing about how fast moss grows on any roof.

Happy Valley roof cleaning questions
Do you work on commercial roofs?
Yes, we clean commercial roofs as well as residential ones.
Who works up there, and what covers them?
Our crews are our own employees. Behind roof work sit workers’ compensation and general liability. A certificate of insurance covering roof work is available upon request.
What do the shingle trade group and the manufacturers say?
ARMA, the Asphalt Roofing Manufacturers Association, warns against ever pressure washing an asphalt shingle roof. ARMA encourages the use of professionals for cleaning shingles, and it says cleaning may make a roof slippery. It adds that walking or working on a roof should be left to trained professionals. Owens Corning, CertainTeed and GAF all advise against power washing asphalt shingles. According to ARMA, discoloration may recur.
