Exteriors in one community’s bylaws and covenants
Governing documents for Jackson Hills, a Happy Valley community, sit on the association’s own website. Its bylaws say owners “shall keep their Lots and the improvements thereon in good repair, clean and with painted, stained or other finished exteriors compatible with the architectural standard”. The covenants, recorded in December 2004, call for each owner to maintain the lot and its improvements “in clean and attractive condition, in good repair”.
The architectural standards, revised in April 2008, say “Paint and stain shall be maintained in good order.” Their maintenance checklist lists “Wood” and “Paint and stain” among the areas to review “on a regular basis”. None of this tells an owner how to clean an exterior, and none of it names a method or a company. These are one community’s documents, and the City says each HOA “enforces its own rules”.

Siding and stucco in the City’s design table
The Happy Valley Style table of building materials, in the City’s Land Development Code edition effective June 16, 2022, lists “Typical commercial-grade stucco” as allowed for secondary use and as a base. It allows wood board siding and wood shingles as primary and secondary materials, accepts fiber cement boards “provided they have the appearance of natural wood”, and gives “Vinyl siding” No in every column.
It is a design table for the commercial, retail, office and institutional office buildings under those standards. Residential dwellings are exempt from the chapter, and the table is silent on cleaning. It does not describe any particular building.
Algae on walls, from Oregon State University
OSU’s Solve Pest Problems guide, in its moss entry updated May 28, 2026, also covers algae, saying it grows “in shady locations” on walls, sidewalks and patios. The guidance is regional. It is not about Happy Valley houses.
What the City says about homes and HOAs
The City’s Homeowners Associations page, in the Internet Archive’s May 2026 copy, says “Most residences in Happy Valley are located within a private development and governed by a Homeowners’ Association (HOA).” It adds that the City asks associations “to register with the City in order to streamline communication.”
Happy Valley’s year-built counts
In the Census Bureau’s 2024 five-year estimates, 1,145 of Happy Valley’s 9,450 housing units, 12.1 percent, were built before 1980, and 1,540 date from 1980 through 1999. Another 6,765, or 71.6 percent, were built in 2000 or later. The estimates give build years and nothing about siding.
