Ground-floor glass in the City’s Happy Valley Style standards
The Land Development Code’s Article 16.4, in the edition effective June 16, 2022, applies the Happy Valley Style standards to “all mixed-use commercial, retail commercial, office and institutional office buildings that are three stories in height or less, except as exempted in subsection D of this section”. Its storefront standard for commercial and office buildings says “Windows must be a minimum of forty (40) percent of the length and twenty (20) percent of the ground level wall area.” The glass that counts must be “windows that allow views into working areas or lobbies, pedestrian entrances, or display windows set into the wall”.
The same chapter says “Residential dwellings, including residential care facilities, are exempt from the standards of Chapter 16.46.” The City’s current code is the City’s to confirm. The text deals with how buildings are designed and says nothing about cleaning glass.

Glass in the City’s table of building materials
The Happy Valley Style table of building materials, in that same 2022 edition, lists “Glass (except mirrored glass)” as allowed for primary and secondary use on a building and not allowed as a base material. The row for “Mirrored glass” reads No in all three columns. A footnote exempts “window frames, trim” and other architectural accents and details from the table.
The Design Review Board and the Town Center
The City’s Design Review Board page says its members “are involved in the building and site design review for new construction of commercial and multi-family developments.” It adds “This ensures that the Happy Valley Style, pedestrian safety and landscaping requirements are met by the developer.” The page is silent on existing buildings and on cleaning.
Gramor Development’s page for Happy Valley Town Center calls it “a grocery-anchored retail shopping center located at the corner of Sunnyside Road and 162nd Street.” It says “Happy Valley City Hall is located adjacent to the Town Center” and lists the project as delivered in 2008. That is the developer describing its own project.
Glass surfaces in one community’s covenants
Jackson Hills is a Happy Valley community whose governing documents are posted on its own website. Its Declaration of Protective Covenants, recorded in December 2004, calls for owners to keep their lot and improvements in “clean and attractive condition”. The maintenance it lists includes care of roofs, gutters, walks and “glass surfaces”.
Those covenants belong to Jackson Hills and to the 2004 declaration. The City says each HOA in Happy Valley “enforces its own rules and manages common areas within its boundary.”
Apartments and renters, by the Census count
Buildings of five or more units hold 1,593 of Happy Valley’s 9,450 housing units, or 16.9 percent, in the Census Bureau’s 2024 five-year estimates. Renters occupy 1,896 of the 9,002 occupied units, or 21.1 percent. Counts like these say how many units there are and nothing about their windows.
