Before and after solar panel cleaning by Clearly Amazing

The estimate for cleaning solar panels on La Center homes and commercial buildings is free and given on site. Eco-friendly products, deionized water and soft brushes are what the crews from our Vancouver office use, and pressure is not. They do not stand on the panels.

Solar in La Center’s development code

La Center’s code defines a solar energy system as one that relies on “direct sunlight as an energy source.” Its low-density residential district (LDR-7.5) lists solar energy systems among the permitted accessory uses and says “The maximum building height for a solar energy system on a primary structure is 39-1/2 feet.” That is a zoning rule for one district, and it says nothing about cleaning panels.

Solar in the City’s proposed plan

Clark Public Utilities (CPU) provides the electricity in La Center. The City’s proposed 2025 Comprehensive Plan says, in Policy 11.2.1, “La Center shall consider coordinating with CPU to promote solar panels on buildings with large rooftops, as well as within or over large parking areas.” The plan is a proposal, and the policy is about promoting installation, not cleaning.

One HOA and state law

The Heritage Ridge Homeowners Association’s application form includes “Solar Panels” as a type of improvement. Washington’s statute on HOA governing documents, RCW 64.38.055, says governing documents may include “other reasonable rules” about “the placement and manner” of a panel. The application does not mention cleaning.

Owner-occupied homes in the Census data

The Census Bureau’s 2024 five-year release shows about 1,080 of La Center’s 1,439 occupied housing units (75.1 percent) as owner-occupied.
