A church array and the Board of Architectural Review
In July 2024, FFXnow reported that the Church of the Holy Comforter in Vienna would host what it called “Vienna’s first solar canopy,” a 176-kilowatt array, and described the project as “what appears to be the biggest solar panel project in the town so far.” The article said the project included rooftop panels on the chapel and McGill Hall as well as a parking-lot canopy.
A Board of Architectural Review staff memo for the Board’s meeting of September 19, 2024, says “A total of 90 solar panels are proposed for the two locations: 42 panels on the chapel building and 48 panels on the parish hall building,” and that the earlier canopy application “was approved by the Board with conditions related to the lighting.” The memo is a proposal. This page does not say what the Board decided about the panels, or whether the array is built.
Solar on the Board’s agendas
Legistar, the Town’s agenda system, lists ten Board of Architectural Review agenda items with “Solar” in the title between August 15, 2019, and November 20, 2025, and four of them, all on November 20, 2025, have titles that include “Residential – Exterior Modification” and end with “Solar Panels.” That is a count of titles, not of installations, and this page reports no outcomes. One staff memo, for a multi-unit residential site, describes “twenty-four (24) rooftop-mounted solar panels on the existing flat roof” and says “All panels will be mounted below the height of the parapet to minimize visibility.”
Solarize Vienna and the Council record
The Town’s Solarize Vienna page describes “Solarize Virginia,” run with the Local Energy Alliance Program (LEAP) and promoted by the Town’s Conservation and Sustainability Commission. It says “In 2026, you can sign up for the Solarize Virginia program through Wednesday, July 15, 2026,” a date that has passed. Council agendas from 2015 through 2021 include Solarize NOVA items, and two of them, a 2015 resolution request and the 2021 request to hold the program, are listed as passed.
The Town’s Vienna Eco-Efficient Homes brochure, a 2020 update, lists “Grid-connected solar panels or shingles” among the actions that “will receive recognition” from the Town, its Conservation and Sustainability Commission and the Town Council. These programs concern installing panels, and none of it concerns cleaning panels.
What the Code and the Town’s pages say about panels
Section 18-902 of the Town Code defines a solar panel or solar collection system as “a collection device that converts radiant energy from the sun into electricity.” Section 27-4 has the Conservation and Sustainability Commission create and revise, on a three- to five-year schedule, “an energy and environment plan to set aspirational goals and targets for creating a more sustainable community.”
The Town’s Residential Projects page says Fairfax County serves as the building official, and its project list does not mention solar. In Windover Heights, the code sections §§ 18-237 and 18-840 do not mention solar.
