Around the Freeman Store on Church Street

The Town’s events directory lists the Church Street Holiday Stroll for Monday, November 30, 2026, from 6 to 8 pm at the Freeman Store and Museum, 131 Church Street NE. The listing has visits with Santa, live holiday music from local groups and a tree lighting led by Mayor Linda Colbert, along with firepits, gingerbread ornament decorating and Church Street businesses open, and it says the event is free. The Vienna Business Association’s listing for the 2025 Stroll gave Monday, December 1, 2025, from 6 to 8:30 pm, with the tree lighting on the Freeman Store Lawn.

Historic Vienna, Inc., the volunteer-run group that operates the museum, says the Freeman Store was built in 1859 as a combination dwelling and store next to the newly built railroad tracks, and that the Town acquired the property in 1969.

What Vienna’s Town Code says about holiday lighting

Vienna’s Town Code names holiday lighting in several places. The quotations here come straight from the Code of Ordinances as codified through the ordinance of May 18, 2026. In the article for single-unit detached residential uses, § 18-414 says that “Temporary holiday lighting displayed for a period not exceeding forty-five (45) consecutive days is exempt from the requirements for full cut-off and directional control shields,” followed by “provided the lighting does not violate any other provisions of this section.” The exemption in that sentence is from the full cut-off and directional-control shield requirements, and the 45 days and the proviso are the conditions attached to it.

Section 18-415 of the same article lists two prohibited categories of lighting. One covers “Lasers, searchlights, strobe lights, and blinking lights, excluding temporary holiday lighting”, and the other covers low-pressure sodium and mercury vapor light sources.

The forty-five-day wording appears in the Code’s other lighting divisions as well: § 18-469 for multi-unit attached residential uses, § 18-517 for commercial, industrial and mixed uses, and § 18-566 for public, institutional and community uses. In each of those three, the holiday-lighting item sits in a list introduced by “The following exterior lighting is exempt from the regulations of this ordinance”, and the blinking-light exclusion for holiday lighting is repeated in the multi-unit, commercial and public-use sections.

Windover Heights, in northwest Vienna

The Windover Heights Board of Review, which the Town’s board page places “in northwest Vienna,” reviews “new construction and major exterior alterations to buildings that can be seen from the public right-of-way.” The Town’s Residential Projects page says properties in the Windover Heights Historic District need a Certificate of Appropriateness from that Board for “small- and large-scale residential permits, zoning permits, and other exterior modifications not categorized as regular repair and replacement in-kind, including paint color changes.” Section 18-840 requires review before a permit for changing the exterior architectural character of a building “to that degree which requires obtaining a building permit.”

The text of §§ 18-237 and 18-840 never mentions lighting or holiday decorations, so it does not say either way. Those rules apply to that district only.

The same five-year estimates put the Town at 5,818 housing units: 4,556 detached one-unit homes (78.3 percent), 597 attached one-unit homes (10.3 percent) 625 units in buildings of five or more (10.7 percent) and 40 units in buildings of two to four (0.7 percent). They put the median year built at 1971.

Estimate. The visit is a free on-site estimate.

Install. Strands are cut to the roofline and fastened with clips, and no nail or screw goes into the house. Installs continue through December, so a house that goes up late in the month is still lit for the rest of the season.

Repair and take down. If a strand or section goes dark, a crew comes back for a mid-season repair. After the season the takedown is ours, and the lights go into our storage.
