Display windows on Church Street and Maple Avenue

The Town Code’s Church Street Vision Incentive Overlay says “Visual interest shall be provided along the street and pedestrian ways, such as entrances, display windows, landscape areas and outdoor seating,” and that “The lower level of buildings shall offer a front design that is conducive to pedestrian activity and interest.” Those are design features an owner or developer voluntarily offers and the Town accepts in return for bonus incentives when the Church Street District is developed or rebuilt.

The Avenue Center, Avenue East and West Gateway, Church Street and Gateway South districts each list a ground-floor height of at least 16 feet, measured floor to floor. Those are zoning minimums for the districts’ buildings, not measurements of any storefront.

Window signs and the glass behind them

The Town Code defines a window sign as “a sign visible outside the window and attached to or within 18 inches in front of or behind the surface of a window or door.” For single-unit residential uses, § 18-425 gives temporary window signs “Twenty-five (25) percent of total area of single window,” with the duration “Unlimited.”

The Code also defines sign maintenance as “the renewal, painting, repair, or cleaning of an existing sign, which retains the same sign information items, colors, composition, location and structure as the original.” That definition concerns the sign, not the glass.

What the Town’s water report says about hardness

The Town runs its own water utility, but in the Town’s words it is “a wholesale customer of Fairfax Water,” and its customers include people outside the Town boundary. The Town’s 2025 Annual Water Quality Report, which covers calendar year 2024, says “Vienna’s water can be classified as moderately hard to hard,” with a historical hardness range of 5 to 10 grains per gallon (80 to 170 mg/L). Those are the utility’s figures for its water supply, and the report’s hardness section does not mention windows or glass.

Windows in Windover Heights

In the Windover Heights district, § 18-840 lists “Repair or replacement of existing stoops, porches, entryways, windows, or doors” among the cases where a Certificate of Appropriateness is not required. That exception is about repair and replacement, and the word glass does not appear in the district’s code sections.
