Sidewalks, in the City’s words
The City of Happy Valley’s Sidewalk Maintenance page, in the Internet Archive’s May 2026 copy, says “In Happy Valley, the responsibility for repairing sidewalks and keeping them clear is that of the property owner.” It says an owner who fails “to keep these areas clear of debris or other obstructions” could be cited, and that “a Community Service Officer will first talk with you about a concern before it reaches the level of receiving a citation.”
The page is about repairs and obstructions. It does not mention washing or cleaning, and it states “The City cannot endorse any business or person for work done on your property”. The City’s Code Enforcement FAQ, in a June 2026 archived copy, lists “Debris on private property” among the common violations, and it is silent on pressure washing.

Walks, driveways and decks in one community’s documents
The Jackson Hills association, a Happy Valley community, publishes its governing documents on its own website. Its covenants, recorded in December 2004, name “walks” in each owner’s maintenance duties. Its architectural standards, revised in April 2008, list “Driveways and sidewalks” and “Decks” among the areas to review “on a regular basis”, and they do not mention pressure washing. The association’s FAQ says “Homeowners are responsible for maintaining sidewalks and planting strips along their property.”
That is Jackson Hills alone. The City says most residences in Happy Valley are within a private development governed by an HOA, and that each HOA is “an independent, autonomous organization”.
Algae and moss on walkways, from Oregon State University
OSU’s moss guide, part of Solve Pest Problems and last updated May 28, 2026, states “Algae on walkways is a slipping hazard.” It adds “Moss on patios, decks, and walkways can be slippery.” That advice covers the Pacific Northwest generally. It does not address Happy Valley driveways.
Happy Valley’s homes in the Census numbers
In the Census Bureau’s 2024 five-year estimates, 6,601 of Happy Valley’s 9,450 housing units, 69.9 percent, are detached one-unit homes. Owners occupy 7,106 of the 9,002 occupied units, or 78.9 percent. A unit count does not say what the driveways, decks or patios are made of.
