Before and after solar panel cleaning by Clearly Amazing

Clearly Amazing crews clean solar panels on La Mesa houses and commercial buildings, coming from our San Diego office. The crew rinses with deionized water and uses soft brushes. Products are eco-friendly, there is no pressure, and nobody on a crew stands on a panel.

How La Mesa permits rooftop solar

The City’s Residential Rooftop Solar page says that under California SB 379 “an automatic permit review is available” for systems “no larger than 38.4 kilowatts alternating current nameplate rating.” A City press release dated October 18, 2023 announced “the launch of instant permits for residential solar and battery storage systems.” The appendix to the City’s 2024 Climate Action Plan annual report says “A total of 392 photovoltaic solar permits were issued in 2024” and “2.7 MW (DC) of solar capacity was installed in La Mesa in 2024.” Those are counts of permits and installed capacity for one year. They do not say how many La Mesa homes have panels. Nothing in them mentions cleaning.

What the municipal code says about collectors

The code defines a small residential rooftop solar energy system as, among other conditions, one “no larger than ten kilowatts alternating current nameplate rating or thirty kilowatts thermal” on a single or duplex family dwelling. In the residential zones chapter, a line about screening equipment ends “In no case shall the collection surface of a solar collection device be required to be covered or otherwise shaded.” Both passages are about permitting and screening. They are silent on cleaning.

The state and the utility

California Civil Code section 714 says a provision that “effectively prohibits or restricts the installation or use of a solar energy system is void and unenforceable,” and its subsection (b) says the section “does not apply to provisions that impose reasonable restrictions on solar energy systems.” The statute is silent on maintenance. The City’s Utility Services page says “San Diego Gas & Electric (SDG&E) is the trusted provider of energy services to La Mesa residents and businesses.” A July 7, 2026 SDG&E release says “more than 350,000 residential customers” generate their own power through rooftop solar, “more than one in four customers.” That figure is for SDG&E’s customers in its whole territory, not La Mesa alone.

Sunset Park

Sunset Park, at 5540 Lake Park Way, is listed by the City with “Access to Lake Murray.”

How a solar cleaning goes

Photos. A cracked panel or any other trouble the crew comes across is photographed, and you get the photos.

Wash. Soft brushes and deionized water do the cleaning. The crew’s products are eco-friendly, and none of it is applied under pressure.

Footing. No one on a crew stands on a panel.

Inspect

Panels are inspected for damage or visible issues before anything is cleaned, and you hear about whatever we find.

Clean

Panels are cleaned with a non-abrasive method and eco-friendly products — nothing that scours the glass or the anti-reflective coating.

Detail

Edges and frames are detailed to preserve condition and performance, and the array is left dry and clear.
