A City grant list that includes power washing
The City’s Joan Krahmer Historic Preservation Grant Program, described in the City’s Program Information PDF, lists “Preservation: maintenance and repair of existing historic materials” among its types of eligible projects. The examples it gives are “roof and foundation repair, siding repair, painting and power washing.” Owners of sites on the Hillsboro Cultural Resource Inventory, or their authorized representatives, are eligible to apply.
That is a list of eligible grant projects. It is not a method, and the PDF does not say how power washing is to be done. Whether a property is on the Inventory is for the City to say.

Cleaning and the City’s historic-property code
The Community Development Code’s routine-maintenance section for cultural resource structures, codified through Ordinance 6508 in November 2025, is silent on cleaning and on pressure washing.
The review chapters for the Downtown Plan District and the Orenco Townsite Area are silent on cleaning as well. Whether a particular job needs City review is the City’s to say.
Driveways and walkways in two Hillsboro communities
The Reed’s Crossing declaration, recorded in Washington County on September 13, 2018, says each owner maintains the unit, “including all structures, driveways, walkways, landscaping, and other improvements comprising the Unit, in a clean, neat and attractive condition.” It describes Reed’s Crossing as a “mixed-use planned community located in the City of Hillsboro,” and it is silent on pressure washing and moss. We read the 2018 recorded version, and anything the association has issued since is its to say.
In Orenco Meadows, a declaration recorded on December 20, 2005 lists “walks and other exterior improvements and glass surfaces” among the things an owner maintains. It is silent on pressure washing.
These are two communities’ own documents for their own lots. Neither speaks for the rest of Hillsboro, and neither names a company.
Slippery moss and algae, from OSU
Oregon State University’s moss guide on its Solve Pest Problems site, updated May 28, 2026, says “Moss on patios, decks, and walkways can be slippery.” It also says “Algae on walkways is a slipping hazard.” Both lines are general Pacific Northwest guidance, not a Hillsboro rule, and neither names a company.
Owners, renters and square miles
The Census Bureau’s 2024 five-year estimates count 42,145 occupied housing units in Hillsboro, of which 21,177 are owner-occupied (50.2 percent) and 20,968 are renter-occupied (49.8 percent). An estimated 5,578 of the city’s 43,576 housing units are attached one-unit homes (12.8 percent), and 14,182 sit in buildings of five or more units (32.5 percent). The Census Bureau’s 2024 Gazetteer gives the city’s land area as 26.443 square miles. These are plain counts and an area, with nothing in them about what a driveway or patio is made of.
