Siding rules in the Orenco Townsite Area

For existing dwellings and non-residential structures built between 1910 and 1938 in the Orenco Townsite Area, the Community Development Code, in the version codified through Ordinance 6508 in November 2025, limits exterior alterations to “rehabilitation or restoration which retains the character of the original structure,” with exceptions the code lists. Its standards include “Original siding shall be retained wherever possible” and “Imitative materials such as asphalt siding or artificial stone are not permitted.”

Those are rules about altering a building. They are not cleaning rules, they do not describe how we work, and we are not saying a soft wash meets them. Whether a structure falls under them is for the City to say.

The City’s review chapters and cleaning

The Downtown Plan District and Orenco Townsite Area chapters of the Community Development Code each have a section on exterior alteration review. Those sections are silent on cleaning, and whether a particular job needs review is for the City to say.

Siding repair on the City’s grant list

The City’s Historic Preservation page counts 87 sites on the Cultural Resource Inventory while noting that the list is not exhaustive, and names two historic districts, Downtown and Orenco. The City’s Joan Krahmer Historic Preservation Grant Program flyer lists “siding repair” among its examples of “maintenance and repair of existing historic materials” for owners of sites on that Inventory. The flyer is about a grant, and it names no company.

Paint and care in Orenco Meadows

In Orenco Meadows, the declaration recorded on December 20, 2005 says each owner shall keep a lot and its improvements “in a clean and attractive condition.” The community’s Architectural Review Committee page says the committee’s duties include “addressing paint deterioration, poorly maintained lawns, shrubbery, trees, failing sheds, fences, trash,” among other conditions. The declaration is silent on algae and on washing. These are Orenco Meadows’ words for Orenco Meadows, and later changes are the association’s to provide.

Cedar siding, according to a federal lab

A USDA Forest Products Laboratory Lab Note on maintaining cedar siding, posted September 15, 2014, describes mildew and algae that “begin to grow on the surface” as wood ages. The note is about cedar siding. It does not mention Hillsboro, and it names no cleaning company.

Per the Census Bureau’s 2024 five-year estimates, Hillsboro has 43,576 housing units, and the median year built is 1997. By period, 19,070 units date from 2000 or later (43.8 percent), 13,872 from 1980 through 1999 (31.8 percent), and 10,634 from before 1980 (24.4 percent). These are counts by year of construction. They do not tell you what any house is clad in, or how old its siding is.
