Windows in the Association’s own documents

In its Building Site Maintenance Regulation, the Rancho Santa Fe Association names “exterior building walls, roofs, foundations, decks, porches, balconies, windows” among the things an owner is responsible for. Neither cleaning nor washing is mentioned in that chapter.

The Association’s Exterior Materials chapter applies to “the exterior finishes of buildings and structures within the jurisdiction of the Protective Covenant.” On glazing it says “Reflective, mirrored, or dark-tinted glazing is not permitted.” It also says “the exterior face of window and door frames shall be recessed a minimum of 3-inches”. These are design standards from one community’s governing documents, and they say nothing about keeping glass clean.

For the Village Commercial District, the Association’s Code asks for “A minimum of 40% of the portion of any commercial building wall, between 3.5 feet and 10.5 feet above the sidewalk” to be transparent where the wall faces a dedicated street. It says this can be met by “open archways or windows of a light transmittance of no less than 40%.” That requirement covers the Village Commercial District only.

The Village, Paseo Delicias and La Flecha

The Association says “Near the center of the Covenant is the Village of Rancho Santa Fe”. The Historical Society’s page on Lilian Rice quotes a historian describing the original plan as featuring “a main, landscaped boulevard (Paseo Delicias)”. The Rancho Santa Fe Historical Society says it “is housed in La Flecha house” and gives its address as 6036 La Flecha. The Society’s Lilian Rice page lists the Santa Fe Land Improvement Company Offices at 16915 Avenida de Acacias under Rancho Santa Fe buildings on the National Register of Historic Places.
