A ground-mounted array at PCC Rock Creek
A Portland Community College news item dated February 8, 2012 said the college would build a 35,000-square-foot ground-mounted solar array at its Rock Creek Campus. PCC’s August 29, 2012 follow-up said the array was introduced to the public in May 2012 and that sheep from the school’s farm “will help keep weeds away from the panels by grazing around, and under it.”
Neither item speaks to cleaning the panels.

Solar access in two North Bethany communities’ covenants
The recorded covenants of the Abbey Creek and North Bethany Commons communities say their architectural review committee “may consider siting, shape, size, color, design, height, solar access or other effect on the enjoyment of other Lots or the Common Area.” The covenants do not say what they mean by solar access, and the sentence says nothing about cleaning. It covers those two communities only.
Oregon law and County permits
Oregon’s planned-community statute, ORS 94.778, says a homeowners association may adopt and enforce “reasonable size, placement or aesthetic requirements” on solar panels. Washington County’s Residential Buildings page lists “prescription solar” permits among those filed through its Building and Development Application Services portal. Neither mentions cleaning panels.
Owner-occupied and detached homes in the Census data
