A rooftop array at Camp Withycombe

An Oregon National Guard article posted on Army.mil under a “CLACKAMAS, Ore.” dateline, in the copy the Internet Archive saved in September 2019, describes solar panels on the Armed Forces Reserve Center at Camp Withycombe. A facilities officer is quoted saying “The biggest project we have done to date is at Camp Withycombe,” “for a total of 750 panels on the Armed Forces Reserve Center (AFRC)”. The article says “When the AFRC was first constructed in 2011, there was an original installation of 18.8 kilowatts,” and that “In September of 2018, an additional 249.6-kilowatt array” was added. That is a military facility’s own system, mentioned as local context only.

Solar permits and zoning in Clackamas County

The County’s Building Codes page on solar permits says “You must obtain both building and electrical permits when installing solar photovoltaic (PV) systems.” On zoning, it says solar systems “that qualify as an Accessory Use are allowed in all land use zones in Clackamas County” “when the annual power-generating capacity of the system is limited to power consumed by the property.”

What State law says about solar panels and HOAs

Oregon law, ORS 94.778, says a provision in a planned community’s declaration or bylaws that prohibits an owner of the roof or other exterior portion of a building or improvement on which solar panels may be installed from installing or using solar panels to obtain solar access is, in the statute’s words, “void and unenforceable”. It also lets a homeowners association adopt and enforce “reasonable size, placement or aesthetic requirements” for solar panels. That is a statewide statute about planned communities, and it does not mention cleaning.

What PGE says about its role

A PGE blog post, “5 things to know before going solar,” published April 1, 2024, says “while PGE doesn’t sell or install solar systems, we are here to help guide you through the process.” Those are the utility’s words, and the post says nothing about cleaning.

How PGE bills net-metered customers

PGE’s Net Metering Enrolled page says “When you are enrolled in Net Metering, your bill is calculated using a bidirectional meter that measures how much electricity you use from PGE as well as how much extra energy your system sends back.” That is utility billing mechanics, and the page does not discuss cleaning panels.
