The City’s permit path, in its own words

The City of Falls Church’s zoning FAQ says solar panels “are permitted accessory structures on all developed properties if they primarily serve the property and are subordinate in purpose, area, and extent to the building or use served.” The City’s residential solar page says “The City welcomes residents to install solar panels with the proper permit applications,” and its checklist names a Building Permit Application and an Electrical Permit Application. Its Rooftop Solar page says that once a permit is issued, “a city inspector will inspect the work during and after installation,” and that the installer “will coordinate with Dominion Energy for final activation.” Those pages are about installing panels, and cleaning is not part of what they describe.

Zoning, SolSmart and a January letter

The City Code lists “Solar energy equipment designed to serve the premises only” as a permitted accessory use in its R-1A, R-C cluster and R-M multifamily districts. SolSmart’s listing for Falls Church, on the Energy Ready site, includes “Allowed solar by-right accessory use in all zones” and “Created an online permitting checklist.” In a January 12, 2026 letter to the State Corporation Commission, the City wrote of “achieving SolSmart Silver designation.”

A City target and a school roof

The City’s Community Energy Action Plan page carries a target: “By 2030, 5% of single-family homes will have onsite solar, increasing to 20% by 2050.” It is a target, and this page does not report how many City homes have solar. Meridian High School’s student newspaper described plans for 65,000 square feet of solar panels on the school’s roof, 818 panels in all, and reported a ribbon-cutting on December 5. The Falls Church News-Press reported in its December 7, 2023 school notes that a ribbon was cut celebrating the opening of the array.

Panels on historic buildings

The City’s 2001 Design Guidelines for historic buildings say to “Place solar collectors and antennae on non-character defining roofs or roofs of non-historic adjacent buildings.” That is siting guidance, not cleaning guidance. Under the Code, the historic overlay’s regulations are written for residences from 1910 or earlier and for sites and structures designated through the City’s process.

Clean

The cleaning is done with deionized water, soft brushes and eco-friendly products.

Clean

Pressure is never used, and no one from our crews steps onto a panel.

Solar cleaning in Falls Church: the short list

Do you clean commercial arrays?
Yes. Commercial solar panel cleaning is part of our work.

Does the City’s solar tax exemption cover cleaning?
The City Code’s tax chapter has an article setting up a local property-tax exemption for qualified owners of solar energy equipment, and it names the City’s inspections division as the local certifying authority. It is about the equipment, not about cleaning, and this page does not say what any owner would receive.

Does the City enforce my association’s covenants?
Its zoning FAQ says deeds and covenants “are private agreements between property owners and are not enforced by the City.”

Who is on the crews, and what coverage do they have?
Our crews are our own employees. Insurance in place includes general liability and workers’ compensation, and certificates of insurance are available upon request.
