Storefront glass in the City’s documents

The City of Falls Church’s 2001 Design Guidelines, in their chapter on commercial and office buildings, say storefronts or large display windows “should be used at the street level in buildings within the Downtown/Town Center and Corridor sub-areas.” The same guidelines say to consider “innovative materials in the Technology Center sub-area, such as steel and glass curtain walls.” The City’s project pages describe two developments. Its Founders Row page describes a six-story mixed-use building with a ground floor retail use of approximately 67,442 square feet, and its Modera Falls Church page lists ground floor retail of 22,146 square feet along the project’s frontage on West Broad Street and South West Street. The Modera page gives its building height as varying from 79 feet along West Broad Street to 30 feet along Ellison Street. Those are guidelines and descriptions of approved projects, and neither one says what stands on any particular block.

Windows on a Falls Church house

In the Census Bureau’s 2024 five-year estimates, the City has 6,585 housing units; about 46 percent are one-unit homes and about 49 percent sit in buildings of five or more units.

For historic buildings, the City’s 2001 Design Guidelines say “Retain original windows if possible” and “Ensure that caulk and glazing putty are intact and that water drains off the sills.” The City Code’s historic overlay covers all land in the City, but only residences built during or before 1910 and designated structures and sites are subject to its regulations. Its division on that overlay lists “addition or deletion of storm windows and door” among changes that are not alterations, and it does not mention cleaning. The City’s permit pages say a single-family owner can replace windows “as long as you don’t change the size of the opening in the wall.” Those lines are about repairing and replacing windows.
