What the Property Maintenance Code says about gutters
Section 33-5 of the City of Falls Church’s Property Maintenance Code says “roof gutters shall be properly mounted, kept free of debris and not discharge roof water directly to an abutting property.” The chapter applies to “a residential or commercial property or use within the city,” and the sentence does not say how often gutters are to be cleared or by whom. The gutter language is the last item in that sentence, which begins “In order to prevent blight and deterioration” and also names peeling paint, window glazing and roof coverings. The chapter states its purpose as establishing minimum standards “to promote the maintenance, upkeep and repair of homes and businesses.” Those are the City’s words, and how an owner meets them is outside what this page covers.
Downspouts in the City’s stormwater credit manual
The City links a Stormwater Utility Fee Credits Manual, Version 1.1, dated March 19, 2014, as its credit manual. Among its practices for individual residential properties is this one: “Disconnect downspouts that currently drain to a public street or other impervious area. The downspout must be redirected to a pervious area that will not cause erosion or flooding problems.” The manual says City staff “must be contacted to approve the disconnection and ensure that it will not cause erosion or flooding.” Rain barrels that capture stormwater from a separate downspout are on the same list of practices. It is a fee-credit program for property owners, and this page does not restate its points or percentages.
Rain barrels, RainSmart and the Code
The City’s Department of Public Works says RainSmart “gives funding to City residents to implement practices — like rain barrels — that help rainwater soak into the ground on-site,” and that the City partners with the Village Preservation and Improvement Society. The Society’s own RainSmart page describes a grant toward buying and installing rain barrels, up to two per household in a five-year period, for City residents. The City Code mentions rain barrels as well. Its exterior-storage provision says “properly maintained rain barrels” are not subject to it, and its standing-water rule says “this shall not include properly maintained rain barrels.”
What the historic-building guidelines say about gutters
The City’s 2001 Design Guidelines for historic buildings include, under foundations, the line “Clean and repair gutters to avoid water damage to the foundation.” Their masonry maintenance box lists “repairing leaking roof and gutter systems” among the ways to keep water from causing masonry deterioration. These are guidelines for rehabilitating historic buildings.
