The sidewalk in front of a Tigard house
The City’s Sidewalk Maintenance, Repair & Responsibilities page says “In Tigard, property owners are responsible for maintaining and repairing sidewalks adjacent to their property to keep them safe, accessible, and free of obstructions.” Its “Keep Sidewalks Clear of” list names “Snow, ice, leaves,” “Debris or materials” and “Overgrown vegetation,” and its list of hazard conditions includes “Mud, leaves, or slippery surfaces.” The page does not mention moss, algae or washing. Those are the City’s words about sidewalks, and they name no company, ours included.

What Summerfield’s reserve study lists for concrete
The Summerfield Civic Association says “Summerfield is an adult 55+ community composed of single-family homes, apartments, condominiums, townhouses, and an independent living facility.” Its reserve study for the 2026 budget year, dated October 2, 2025, has a maintenance section on concrete pavement. That section says “Maintenance of the concrete pavement should include cleaning the surface areas with pressure washing equipment,” and lists the frequency as “Annually.”
That is planning language for the association’s own common property, written for a reserve budget. It is not a rule for individual homes, and it names no company.
Decks and patios at Tigard Woods
Rules and Regulations of the Tigard Woods Condominium Association, effective July 1, 2014, include this line: “All decks and patios must be kept free of leaves and moss, trash and other debris to prevent damage.” The same section adds “This preventative maintenance is the responsibility of the Owner.” Another line says “Leaks from vehicles in the street and driveways must be cleaned up within a reasonable time.” The 2014 edition is the newest we could find, and these are one condominium association’s rules for its own owners.
Moss and algae on a walkway, from Oregon State
Oregon State University’s Solve Pest Problems moss page, last updated May 28, 2026, names “walls, sidewalks, and patios in shady locations” as places where algae grows. The same page calls algae on walkways “a slipping hazard.” It is guidance for the Pacific Northwest rather than a Tigard rule, and it names no company.
Tigard’s housing mix, by the Census
Across Tigard, the Census Bureau’s 2024 five-year estimates tally 23,877 housing units. Detached one-unit homes number 13,625 (57.1 percent), attached one-unit homes 2,154 (9.0 percent), and units in buildings of five or more 5,930 (24.8 percent). Renters occupy 8,865 of the 23,117 occupied units (38.3 percent). Those figures count housing units. They say nothing about what a driveway, patio or walkway is made of or how it is holding up.
