Repainting approval in Summerfield

In Summerfield, a community its own association describes as 55+, repainting a house takes approval first. The Summerfield Civic Association’s Architectural / Landscape Manual, in its 07/2025 revision, says “Approval must be obtained for all repainting of houses, whether with the same or a different color.” Its cover says “ANY EXTERIOR CHANGE TO A PROPERTY IS SUBJECT TO THE RULES IN THIS MANUAL,” and section 1.08 adds “All City of Tigard codes must be adhered to.” The manual does not mention moss, algae, pressure washing or house washing. Those are rules for Summerfield alone; the City did not write them, and neither did we.

Exterior upkeep in Summerfield’s reserve study

The association’s reserve study for its 2026 budget year, dated October 2, 2025, has a section on exterior siding maintenance and painting for common property. It says “Maintenance of the exterior includes regularly scheduled cleaning and inspection of the surface areas for cracks, peeling paint or other sealants,” and lists “Every 10 years – Clubhouse Exterior Painting.” That describes the association’s own buildings in a budgeting document. It is not a rule for homes, and it names no company.

What Oregon State says about where algae grows

Oregon State University’s Solve Pest Problems page on mold in homes and structures, updated June 30, 2022, has an entry on algae. The entry says algae grows outdoors on “moist surfaces” and cites “vinyl siding and wooden decks” as examples, along with shady locations such as “the north side of buildings.” That is Pacific Northwest guidance written on a page about mold. It says nothing about Tigard houses, and it names no company.

Tigard’s historic overlay

The City’s History in Tigard page says the City “has a Historic Overlay District.” It adds “Currently, there are ten existing historic and cultural sites throughout the City.” The page does not discuss cleaning. Which properties are among the ten is for the City to say.

When Tigard’s housing units were built

In the Census Bureau’s 2024 five-year estimates, Tigard has 23,877 housing units and a median year built of 1988. An estimated 6,906 were built in 2000 or later (28.9 percent), 8,729 between 1980 and 1999 (36.6 percent) and 8,242 before 1980 (34.5 percent). Those figures date the housing units, not the siding, stucco or paint on any of them.
