What the City says about solar permits

The City of Tigard’s Solar Energy Resources page says “Residential solar PV permit applications are typically reviewed within 3 business days provided that they are complete and do not require additional information.” For commercial and non-residential applications, the page lists 14 business days. It counts solar in the city this way: “Through March 2023, Tigard has 748 Solar PV installations with a total Nameplate Capacity of 8,756 kW.” That is a count through March 2023, not a current one.

The page also says Tigard’s Climate Resiliency Plan “includes a recommendation to deploy 160MW of distributed renewable energy resources within the city.” These are permit and planning facts, and they endorse no company.

SolSmart Silver, then Gold

SolSmart is a program for local governments and part of the Energy Ready suite of programs, and Energy Ready says it is funded by the U.S. Department of Energy’s Solar Energy Technologies Office. Its Tigard page says “Tigard, Oregon undertook a number of exciting initiatives to earn SolSmart Silver, followed by SolSmart Gold.” The program’s community list shows Tigard at Silver and Gold, with the years 2023 and 2024. It is a designation about how a local government handles solar, not a statement about caring for panels once they are up.

A solar array at the Durham plant

Clean Water Services says its Durham Water Resource Recovery Facility is “located in Tigard near Cook Park and Tigard High School.” Its page says the plant’s cogeneration system produces “60 percent of the electricity needed to run the water resource recovery facility when coupled with its existing 403-kilowatt solar electric system.” That is a public facility’s own system, mentioned here as local context.

Solar at the Tigard Library, as planned

On February 23, 2024, Tigard Life reported that the City had plans for a “solar capture, storage, and generator system at the Tigard Library.” That was a plan as reported then, and it should not be read as a finished system.

Solar panels in Summerfield

Per the City’s Building Services page, the City of Tigard “does not enforce” the “codes, covenants and restrictions” that neighborhood homeowners associations write. Summerfield’s Architectural / Landscape Manual, 07/2025 revision, says in section 2.13 that “Manufactured solar panels and skylights may be approved if they are installed in accordance with the manufacturer’s recommendation” “and meet all requirements of the City of Tigard building code and all other agencies with oversight and permit authority.”

The association’s Solar Panel Guidelines, dated July 2025, say “A Change Request Form must be submitted to the Architecture/Landscape Committee for review and approval prior to any installation work.” Neither the manual’s solar section nor the guidelines says anything about cleaning or maintenance. Those are Summerfield’s rules for Summerfield.

Owners, renters and bigger buildings, by the Census

Per the Census Bureau’s 2024 five-year estimates, 14,252 of Tigard’s 23,117 occupied housing units are owner-occupied (61.7 percent) and 8,865 are renter-occupied (38.3 percent). An estimated 5,930 of the city’s 23,877 housing units (24.8 percent) are in buildings of five or more units. These are counts of housing units, not of solar arrays.
